Paraná Government announces the Program for Hosting the Ukrainian Scientists with the support of Araucária Foundation and the General Superintendence of Science, Technology and Higher Education (SETI) 21/03/2022 - 20:13

The Government of Paraná, through the Araucária Foundation and the General Superintendence of Science, Technology and Higher Education (SETI), announces the Program for Hosting Ukrainian Scientists. The goal of this initiative is on the welcome and integration of the researchers at Paraná community, especially women, as well as on future joint collaborations for the reconstruction and strengthening of the Ukrainian economy through science and innovation in partnership with the State Government.

"Paraná is the home of the Ukrainians in Brazil, once it has a very strong connection with this culture. In this important moment, it is fundamental to be open our State to receive refugees. With the Program for Hosting Ukrainian Scientists we seek to demonstrate this also by the development of science and academia," highlighted the Governor Carlos Massa Ratinho Junior.

In this program, the main objective is the receiving of women scientists from Ukrainian universities, in order to develop their research in the universities in Paraná for a period of up to two years, at first. It is expected to receive up to 50 researchers, who hold a PhD degree, and who are, or were working in Ukrainian universities for the development of research projects and, complementarily, teaching and extension projects in the universities of Paraná.

Under the conflict, in which Russia started a military invasion against Ukraine on February 24th, and the concentration in Paraná of about 80% of Ukrainian immigrants, it was identified as a priority to structure a welcoming action to those who contributed so much to the development of the State. Hereby, the Program for Hosting the Ukrainian Scientists was created as a continuous flow for the receiving of the proposals.

It is also worth noting that Ukrainian immigration is concentrated, above all, in the south-central region of Paraná, and that the percentage of immigrants can reach 75% of the resident population in the localities that make up this region. Thus, the State is intertwined with Ukraine, not only by the number of immigrants, but also because of all the linguistic and cultural elements brought by this community and that today constitute symbols of Paraná.

Information about the Program will initially reach Ukrainian scientists through the Araucária Foundation, the General Superintendence of Science, Technology and Higher Education (SETI), the Embassy of Ukraine in Brazil, the Ministry of Foreign Affairs (Division of Educational Issues), the Ministry of Science and Education of Ukraine, Humanitas, Paraná Universities, partner universities of Higher Education Institutions of Paraná (especially those in countries bordering Ukraine), the UN Refugee Agency (UNHCR), the Brazilian Association of International Education (FAUBAI) and Caritas. ]

Application, Selection, and Hosting

Interested applicants should submit their proposals in up to two pages, in Ukrainian, Portuguese, or English, containing their project intentions. The proposals should explain the area, goals, and objectives. In addition, they must submit a video of up to three minutes, explaining what they would like to develop. The video can be recorded with your own cell phone, horizontally, from the bust upwards. It is important not to record in open and busy spaces.

The selection will be made by the Dean's Office for Research and Graduate Studies of the universities in Paraná that are able to receive the researchers. The Araucária Foundation and SETI will ensure the reception policy.

Grants and benefits

The researchers will receive a grant of R$10,000.00, in the category of Special Visiting Professor (PVE). In addition, each dependent under the age of 18 and/or ascendant over the age of 60 will receive a supplement of R$1,000.00, with a maximum limit of three supplements of R$1,000.00 for each selected researcher.

In addition to the PVE grant, Araucária Foundation will provide the selected researchers and their dependents, if any, with air tickets to Brazil and return to Ukraine. As a support to the linguistic communication for interaction with the community of the State, the program Paraná Speaks Languages will offer, free of charge, courses of Portuguese as an Additional Language, in order to assist in the linguistic and cultural integration of the researchers and their dependents.
